Limited to single-member districts with a genuine head-to-head, where the combined top-two share is a majority and total votes clear a floor. That sets aside the historical multi-member at-large contests and fusion-ballot artifacts where a margin is meaningless. Iowa’s 2nd district in 2020, decided by 6 votes, is the modern benchmark.
